  4.     When bus drivers in Fez joined a nationwide general strike
  5. called by Morocco's two major labor unions earlier this month,
  6. government officials thought they had a simple remedy: they put
  7. soldiers and police officers behind the wheel.
  8.  
  9.     That proved unwise. First, a group of youths began to stone
  10. the strikebreakers; then the violence escalated. An angry mob
  11. of 20,000 -- mostly unemployed young people -- went on a
  12. rampage. They ransacked and set fire to the five-star Hotel
  13. Merenids, torched limousines, looted boutiques and banks. Soon
  14. disturbances spread to several other towns, including the
  15. capital, Rabat. Some witnesses reported that police fired
  16. submachine guns into crowds. Authorities say five people died;
  17. union leaders put the toll at more than 30.

  19.     Last week government officials attempted to calm emotions
  20. with a promise of unspecified increases in wages and improved
  21. social benefits. Morocco's ills, however, are not easily fixed.
  22. Under an austerity program drawn up by the badly indebted
  23. country, only 15,210 new jobs will be created next year --
  24. meager pickings for the 350,000 young Moroccans who will enter
  25. the labor market.
